Tulsa Youth Basketball Tournament Rules:

 

I. About the Rules – Anything not covered by special tournament rules will be in accordance with the High School National Federation Guidelines.

II. General Rules & Regulations

The home team is listed on the top of the left side of the schedule, wears light-colored jerseys, and sits to the left of the scorer’s table (if facing it & right side if beside it). Teams warm-up opposite their benches and shoot on that basket for the first half.
Tulsa Youth Sports will keep the official scorebook. Teams are welcome to have a representative sit at the scorers table.
A team must start the game with 5 players. Recommend that teams are ready 15 minutes prior to game time. Game time is forfeit time.
Size of Ball: 6th grade and below will use a 28.5” ball.

 

Defense/ Substitutions:

3rd - 6th: The will be no restrictions on substitutions or defense

K-2: No press except the last minute of the second half

 

Player Eligibility: 

Each coach is responsible for having proof of age or grade for all players on their team in case of a protest by the opposing team. No player will be eligible to play on more then one team during the tournament. All players must play in their age group. Protests of eligibility must be made prior to the start of your game. All Tournament Coordinator rulings are final. 

 

Advancement:

Advancement from the pool play to the bracket will be based on the teams win loss record. Two way ties will be broken by head to head. Three way or more ties will be decided by total point spread. Bracket will be in single elimination format following pool play.    

 

Sportsmanship:

Players and coaches are expected to show good sportsmanship at all times, including the shaking of hands after the game. Spectators will not be allowed to harass players from the opposing team or officials.

 

Ejections:

Any coach or player ejected from a game will not be eligible to play or coach in the next game. Coaches or spectators ejected for unsportsmanlike conduct MUST leave the facility. Profanity by coaches will be an automatic ejection. Appeals may be heard by the on site tournament coordinator after the game. 


III. Game Length
 

Pre-Game Warm Up:

3 Minutes
 

Clock: 

A game consists of two halves of 16 minutes with a continuous running clock stopping only for the following conditions:

The clock will stop on all referee’s whistles during the last minute of each half.
A referee’s whistle for injuries.
A granted timeout by either team
Any other delay deemed necessary by the officials (Game equipment problem, etc.)

Timeouts:

Each team is entitled to two 30 second time outs per half. Un-used time outs do NOT carry over to the second half.

Overtime Rules:

If the score is tied at the end of regulation, one additional period of 2-minutes will be played.
If the score remains tied after one overtime period, a second overtime period will be played for 1- minute.

If the game is still tied after the second over time the game will move into sudden death.
Since overtime is an extension of the second half, each team will receive one additional timeout. No extra timeouts are issued for the sudden death period.

IV. Mercy Rule (20 points or more)

Running Clock: The clock will run under 1-minutes in the game if a team is winning by 20 or more points.

 

V. Additional info

Coaches are responsible for making sure all players numbers especially any players who may be late are on the official scorekeepers roster before the start of the game. Failure to do so will be a technical foul for each player not listed.
